I think you've cast a very wide net to survey the parents, students, and experts. I'm glad that your survey results were able to clarify the "How might we..." question that is a clear sign that you are focusing on the end user rather than your own frames of mind.

While I think that the variety of schools may be a challenge for design, it is also a advantage to expand our view of varying backgrounds, environments, populations, and context-based challenges. It is powerful for me to hear as well that you were able to challenge the assumptions you have as educators and take a step back to listen instead of jump quickly to solutions. This is where feedback is key. While we may not always want to hear the feedback our stakeholders have to provide, it is absolutely critical to reevaluate our processes.
I like the availability and welcome you set up for the families. You state a very clear rationale for technology and integration. You eight principles are very clear the span from digital property as well as leadership. I would even ask - how do we specifically respect other's property? How do we ensure the safety of students? Nonetheless, your principles are general enough that a list of specific rules can be released for parent signature that builds off these principles.
